合作社舊樓加空置宿舍數量大專家倡訂政策設誘因

　問題，特區政府寸土必爭、覓地建屋。目前，有逾220幢公務員建屋合作社計劃的舊樓，其中不少單位長期空置，有樓無人住，估計若全數重建，可興建逾2萬個面積500呎的單位，連同目前空置的公務員宿舍，足可建逾2.23萬單位，可供約7萬人居住。運輸及房屋局局長張炳良昨在接受電台訪問時稱，認同可釋放這些土地發展潛力。有立法會議員要求由市區重建局負責收購，但有專家認為，要發展這些土地，未必需要政府親自出手，可考慮透過制訂相關政策提供重建誘因（見另稿）。

　港英政府於1952年推出公務員建屋合作社計劃，容許公務員自組合作社，向政府繳付特惠地價後興建房屋，計劃於1980年代中結束。目前，全港共有238個公務員建屋合作社，樓宇一般樓高5層，沒有升降機，令不少年邁住戶早已遷出，單位長期空置，如長沙灣翠華閣的20個單位，其中有6個丟空，部分更空置逾15年，單位內日久失修，石屎剝落。年屆八旬的住戶陳先生說，自己行動不便，「已經4年無出過街，有
