Land Development Council opposes Kai Tak 5 commercial land conversion to residential

The government rezoned commercial land in Kai Tak last year to increase housing supply. Two of the sites are located in the former north apron area, and the remaining three are located in the former runway area. The rezoned plot ratio is between 5.7 to 7 times, it is expected to provide a total of 6,000 residential units, but the rezoning has encountered market resistance. Various groups and individuals have made representations against the above amendments, and the Hong Kong Real Estate Developers Association also expressed opposition.

Reducing the supply of commercial land is a rather short-sighted act, emphasizing that large-scale development projects such as Kai Tak will take decades and should not be affected by short-term economic fluctuations. The Land Construction Association also pointed out that the government should not undermine the long-term planning vision of Kai Tak to deal with housing demand, and suggested that the TPB should remove the above-mentioned amendments in order to retain the 5 sites involved for commercial use.

In addition, three of the proposed rezoning sites are located next to the commercial land in the runway area, and two are being zoned "Other Specified (Tourism-related uses including business, hotel and entertainment)", and the Kai Tak Cruise Terminal The Land Development Association believes that these five plots of land can form a prosperous tourist node, but if the three adjacent commercial plots are rezoned as residential plots, it will damage the positioning of Kai Tak Cruise Terminal as an international cruise destination. Therefore, the Land Construction Association stated that the TPB should retain at least 3 commercial sites located in the runway area.

Call for the preservation of environmentally friendly connection systems

The Land Development Association also expressed its objection to the removal of the green connection system and the schematic alignment of the station from the plan, as this would not only have a negative impact on the connectivity between Kai Tak and East Kowloon, but would also weaken Kai Tak as a tourist node character of. In addition, if the Town Planning Board finally decides to rezone the 5 commercial sites into residential areas, the environmental protection connection system and the schematic alignment of the station will be deleted from the plan, which will further aggravate the traffic problem in Kai Tak.
