ong Kong Wen Wei Po News (Reporter Yan Lun-le) Facing the shortage predicament of land supply in long term, Chief Governor Leung Chun-ying planed to increase 445,800 units of public and private houses in future 10 years by sprite of land reclamation and “ All citizens compete every second to find every inch of land.”. Among, public houses are more than 245,000 units. The Policy Address announced they will prepare for the housing demand in future medium and short term by “Ten Measures”yesterday. They are include changing the use of government’s land and green belt, releasing the limit and so on. It is estimated that there will be at least 300 hectares of residential land which can supply more than 128,700 units released to the market. The long term plan is to develop Northeast New Terries, Hung Shui Kiu and reclaim sea for human made island.
Land supply is the base of the housing policy’s implementation. Leung Chun-ying used a large part of the Policy Address to state the sources of the future land supply. They will release the land capability by 10 measures. The land can be used for housing in short and medium term is already over 300 hectares. It is estimated that the number of the units can be built will be 128,700. Insiders pointed out, although many of the 10 measures are being implemented, but from side-taking it told the market government has determination to supply more land and they are certain to maintain the land supply in stable after 2020.
Land supply will be maintained in stable 8 years later.
Ten measures include changing three kinds of lands which are land of “ Government, Institution and Community (GIC)”, “Green Belt” and commercial land to housing land. Among 36 lands of GIC and other government’s uses are in total 27 hectares. The estimated can be built about 11,900 of residential units. 10 plots are already classified as or being changed to residential use. Other 26 plots estimated will be completed in 2016. Leung Chun-ying pointed, the above works request supports from related stakeholders and also had made certain progress. They will continue to do the work of the district council consultation better.
Leung Chun-ying showed a map in the news conference later and pointed out the locations of the land supplied in short, medium and long term which mentioned in the Policy Address to expressed his determination. The pink location on the map among are lands supplied in long term including new development zone in Northeast New Territories, new development zone in Hung Shui Kiu and so on. The blue areas are locations of sea reclamation which can be considered including Lantau north, Lung Kwu Tan in Tuen Mun and so on. He said, “ There is a saying that we all people to find land. We need to fight for every inch of land at every minute counts. We are indeed in such situation and we should also do like this. We all people to find land and to fight for every inch of land at every minute counts.”
The quantities of the store will more than the current demand.
He expressed, the new administration did a lot of work on increasing house supply after taking office. He himself also had managed two conferences between government and developers on how to speed up the supply of the pre-sale houses by both sides’ effort. 7,885 pre-sale units’ application were approved between July and December. Plus with the former 12,009 units, the total number of pre-sale units in current and approved in past half year is 19,894 which is nearly 20,000. The number is 1 time more than the average number each year in past 5 years. The total residential units supplied in future 5 years are obviously more than the units in past 5 years.
Chief Governor added, government will do the work future better in long term and increase the land supply comprehensive by multiple ways and measures. It includes promoting a series of new development zone projects, actively researching the sea reclamation out of Victoria Harbour in the premise of trying to decrease the influence to environment and ocean ecological, and building land store by steps to satisfy the land demand from all quarters of the society timely in future. “ This is a big breakthrough in our policy. It means we are not reclaim for current and short-term requirement and also not put on sale the land immediately after development. We have a mechanism on land store and the store quantities will more than the current demand. “
